The Regional HQ’s layer represents the regional headquarters main office locations and the geographic boundaries of each region. FEMA’s Regional Headquarters Offices manage, operate and maintain all delegated programs, functions and activities not managed, operated or maintained by FEMA’s headquarters organizational units. The FEMA Regional Offices serve as the primary organizational unit for liaison to states and local governments as well as non-governmental and private sector entities within each Regional Office's geographic area.
